Positioning White Paper
Often, the first,
critical step in any project is convincing stake holders that the project
is beneficial and worthy. This is particularly true of Telecommunications
projects in the public sector, where stake-holders have great pressure to
deliver, yet are unclear about the true benefits, technical elements and
the risks involved.
The white paper is
a traditional and effective method of delivering a concise message which
will help the executive and elected members to understand the key upside
and downside of a transformational project.
Feasibility study
The output here is
a detailed document designed to give your strategy and finance directors
sufficient information to decide the next step. The study will provide a
detailed description of the benefits and risks of the project – as it
applies to your policy objectives, aspirations and budget. It will also
be based on the prevailing conditions of the market, infrastructure and
demand within your specific geography.
It will make the
argument for and against different strategies and present a viable
business model – determined by the appetite for risk of the stake-holders
and potential benefits of the scheme.
Full Business Plan
Essentially this
exercise fine-tunes the high-level business case described above using
empirical data sourced from partners and vendors. Risk is further
mitigated at this stage by referencing quotations for the capital and
operational elements that make up the solution.
